Overall objective: Improving the living conditions of the local population by increasing the competitiveness of youth in the labour markets of Ukraine and Belarus.

Specific goal: A system of professional and career counselling for students and graduates of partner universities, which will ensure the development of professional and career self-identification of graduates and the presentation of their professional competencies to employers in the labour markets of Ukraine and Belarus.

Target group: schoolchildren and university applicants; university students and graduates; specialists in the field of professional and career counselling.

The project duration is 14 months

The project budget is 192 744,33 Euros.

The start of project implementation is January 2018.

The main activities of the project:

infrastructural activity - the creation of career centres consulting, equipped with the necessary equipment and modern software in each partner university (creating a technological base for professional counselling);

educational and methodical activity - education and certification of consultants by conducting seminars, trainings, conferences and publishing manuals and recommendations, sharing experience and best practices;

consulting activity - professional and career counselling of schoolchildren and university graduates in established Centres by certified consultants, creation of databases of students and job seekers, access to databases for potential employers and recruiters;

information activity - information and visibility of the project and

EU support for applicants, students, graduates, employers and recruiters, local education authorities and labour market operators;

dissemination of information about best practices in Ukraine and Belarus by conducting seminars and conferences, publications in mass media and the Internet.

The project “Information platform for small and medium-sized business development in the cross-border region” is implemented within the framework of the program EaPTC Belarus – Ukraine.

Overall objective: Improvement of the information infrastructure of small and medium-sized business cooperation for the development of regional economies and expansion of the personnel potential of cross-border trade entities.

The project is aimed at improving the information infrastructure cooperation of small and medium-sized businesses. The project envisages the study of information requests of cross-border business by conducting business forums, business tours, and expert research. To satisfy these requests, as part of the formation of an information platform for the development of small and medium-sized businesses in the cross-border region, the creation of an information and consultation centre, the development of practical manuals on the peculiarities of the organization of small and medium-sized businesses, accounting and taxation in Ukraine and Belarus, and the conducting of trainings are foreseen. These measures will make it possible to expand access to trade nature information, which is gaining additional relevance in connection with the expansion of trade relations between Ukraine and the Republic of Belarus.

The population of not only the participating cities but also residents and business representatives of the entire Volyn and Brest regions and other cross-border territories will be involved in carrying out activities within the framework of the project.

Project implementation activities will contribute to increasing the level of structured and institutionalized contacts between representatives of small and medium-sized businesses and non-governmental institutions, increasing the number of joint projects implemented on both sides of the border, and increasing the intensity of cross-border contacts between local communities.

The project duration is 14 months.

The project budget is 185 388,00 Euros.

The start of project implementation in the spring of 2018.

The main activities of the project:

  1. Creation of a website. Conducting business forums and business tours. Preparation and drawing up of an expert report on the information infrastructure of small and medium businesses in the cross-border region.
  2. Development, publication and posting on the website of practical guides on business organization, customs rules, accounting and taxation of small and medium-sized businesses in Ukraine and the Republic of Belarus.
  3. Creation of a virtual information and consulting centre for cross-border cooperation of small and medium-sized businesses. Business trainings. Final International practical conferences, planting of the "Alley of Friendship".

POST-RELEASE

The EU has invested €5.6 million in 29 grant projects to support cross-border cooperation between Ukrainian local communities and neighbouring regions in Belarus and Moldova in 2015-2019.

Kyiv, June 13, 2019 – The outputs of the implementation of 29 cross-border projects under the Belarus-Ukraine and Moldova-Ukraine territorial cooperation programs funded by the European Union are being summed up.

The cross-border projects under the two programs were aimed at local and regional development of the border regions, stimulating economic growth, finding joint solutions to common problems on both sides of the border, and making an important contribution to improving the living conditions of local communities.

In the program "Belarus - Ukraine" 13 joint projects were implemented in the regions, namely: in Ukraine - Volyn, Rivne, Zhytomyr, Kyiv and Chernihiv regions; in Belarus - Brest and Gomel regions. Under the "Moldova-Ukraine" program, 16 joint projects have been implemented in Ukrainian regions (Odesa, Vinnytsia and Chernivtsi regions) and throughout Moldova.

During the final press conference, the head of the Ukrainian delegation, Hanna Bilokolos, Ministry of Economic Development and Trade of Ukraine, Head of the Ukrainian delegation noted: “The cross-border cooperation program is an important tool for the development of border areas. This is not only the implementation of cross-border cooperation activities, but also additional opportunities for participation in EU programs of regions of Ukraine that are not involved in cross-border cooperation programs, in particular, Chernihiv, Zhytomyr and Kyiv regions.”

In his turn, Lucian Jega, Program Manager of the European Commission (DG NEAR), noted: “The European Commission supports the vector for the implementation of cross-border cooperation. The aim of the programs launched 4 years ago is to develop partnerships with other Eastern Partnership member countries. It should be noted that the program took into account bilateral interests and was aimed at strengthening partnerships in the cross-border territory.”

Head of the delegation of the Republic of Belarus Mikhail Batsenko noted that “13 projects within the framework of the Belarus-Ukraine program received funding and achieved the planned results. Moreover, in some positions, they surpassed them, which indicates a fairly high level of interest from both the Belarusian participants and their Ukrainian partners.”

Emilia Cebotari, State Chancellery of the Republic of Moldova, Head of the Moldovan delegation: “The territorial cooperation program implemented jointly by the Republic of Moldova and Ukraine represents a valuable instrument offered by the European Commission that helped us to identify and jointly address common challenges in the region towards ensuring sustainable economic and social development at the local level. The activities supported by the Program directly mobilized a large number of institutions and organizations coming from different levels of government and various civil society sectors.”

Summing up, Erk Roeloffs, Team Leader of the EaPTC Managing Authority (GIZ): "Projects under the Belarus - Ukraine Territorial Cooperation Programme provide an opportunity to expand cooperation between the two countries, as well as to develop interaction between the participating regions and cities".

The event participants positively assessed the implementation of joint projects and showed the success of the implementation of two territorial cooperation programs "Belarus-Ukraine" and "Moldova-Ukraine".

The Eastern Partnership Territorial Cooperation Program (EaPTC) aims to create favourable conditions for territorial cooperation programs along the borders of Belarus and Ukraine, Armenia and Georgia, Azerbaijan and Georgia and Moldova and Ukraine, taking into account the characteristics of each border zone. It aims to strengthen the capacity of local and regional state and non-governmental organizations to jointly develop and implement cross-border projects. The total contribution of the EU to EaPTC is 12.5 million euros for the period 2013-2019.
